Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Master’s degree* AND four years of professional experience in the field of education at a college, university, higher education agency, or professional association. Two years of this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs. One year of experience as a permanent certified teacher may be substituted for up to one year of the specialized experience.

PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Teacher Education.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Teacher Education.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

• Master’s degree AND four years of professional experience in the field of education at a college, university, higher education agency, or professional association. Two years of this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs. Duties Description The New York State Education Department's (NYSED) Office of Education Policy (OEP) is seeking candidates for an Associate in Teacher Education position in the Office of College and University Evaluation (OCUE). OCUE monitors academic quality in all undergraduate and graduate programs, except those leading to professional licensure, throughout the more than 270 public, independent, and proprietary degree-granting institutions in New York State. Duties of this position include, but are not limited to, the following:

• Evaluate proposals for the registration of educator preparation programs leading to certification from New York State institutions of higher education (IHE’s);
• Monitor continued compliance with the Board of Regents standards for the registration of educator preparation programs leading to certification;
• Participate in site visits to NYS IHE’s, including educator preparation program accreditation reviews by professional education accrediting associations;
• Monitor at-risk educator preparation programs leading to certification as identified in New York’s annual Title II report and coordinate necessary actions regarding submission of and compliance with Corrective Action Plans;
• Provide guidance and technical assistance for NYS IHE’s;
• Review and act on complaints made against NYS IHE’s;
• Prepare materials and reports for consideration by NYSED senior management and the Board of Regents, including proposed regulations and policy documents; and
• Perform special assignments as directed by the Commissioner, Deputy Commissioner, or Director of the Office of College and University Evaluation to meet needs for analysis, research, and communications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require (10%) in-state/statewide travel.

This position leads to a maximum salary of $121,360 based on annual performance advances.
