Minimum Qualifications Permanent Transfer Candidate: current NYS employee with one year of permanent or contingent permanent competitive service as a Health Systems Specialist 3, G-23 or current NYS employee with one of year of permanent or contingent permanent competitive service in a title Grade 21 or higher and eligible for transfer under Section 70.1 or Section 52.6 of civil service law.
Provisional Promotion Candidates: Current NYS DOH Employee or Office of the Medicaid Inspector General with one year of permanent or contingent-permanent, competitive service as: Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian.
Preferred Qualifications: Strong ability to work independently; excellent organization, interpersonal, and communication skills; and ability to interpret regulations and policies, and produce quality guidance documents for all audiences, and federal Surveyor Minimum Qualifications Test certification.
Duties Description The incumbent will be leading the teams during the annual Recertification Surveys, monitoring other team leaders to ensure the Long-Term Care Survey Process is followed as intended by CMS. Monitor and evaluate staff during the surveys to identify QA and training needs. Assist in completing the monthly Recertification survey schedules.
Supervise a team of lower grade level program staff, deliver required performance reviews, and develop appropriate performance programming to support ongoing growth, consistency, and quality performance. This activity requires interpersonal skills, tracking, and knowledge of applicable and available educational opportunities, and general supervision skills. Review investigation material and associated reports to ensure regulatory compliance and sufficient evidence to support a recommended citation. This activity requires knowledge of the applicable regulations and the State Operations Manual, and interpersonal and editing skills. The incumbent will support the program as needed including to assist with emergency preparedness and management activities when needed, including off-hours; and may be asked to support general investigations as assigned to receive cross-training and consistent programmatic improvements.
The incumbent will need to be flexible and eager to work in a team-oriented environment that serves to protect the health and safety of a vulnerable population.
Additional Comments Eligible for $3,400 downstate adjustment.
Provisional Promotion candidates will need to take and pass the next holding of the Civil Service exam and be immediately reachable on the resultant eligible list.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
