Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list for this title; (in order to get on the list you must take the Civil Service exam which requires you to have a bachelors degree or higher)
After one year of service at the full performance level, successful candidates will be qualified for appointment from the eligible list.
OR
Transfer Opportunity: Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2 and be eligible for transfer;
OR
Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades or one M grade of the grade 23 level.
OR
Provisional Opportunity: In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment:
Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Administrative Specialist 1, or Head Clerk (Personnel).
If you are appointed provisionally, you must have taken the examination that was held in October for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description Human Resources Specialists 2, perform duties requiring a high level of competence in the human resources field and generally work under broad guidelines from a higher-level manager or Director Human Resources. They typically supervise and train entry-level professionals and administrative support staff. They assign work, give written and oral instructions and guidelines, are available for advice and to aid, and review periodic reports and completed work for conformance to established standards.
