Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) * and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: Professional human resources experience.
Master's and higher-level degrees will substitute for one year of required experience.

**Human Resources Specialist level requirements:
• Human Resources Specialist Trainee 1 (equated to SG-13): bachelor or higher degree.
• Human Resources Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Human Resources Specialist 1, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.

Duties Description The incumbent will carry out the full range of Labor Relations activities for the Office of General Services. Incumbent must have excellent written and verbal communication skills, as the primary role of the position is to interact with program supervisors regarding corrective action for employees and to investigate employee misconduct. The incumbent will utilize their communication skills to coach supervisors, advise on agency policy, and advise on employee counseling and discipline. Additionally, these skills will be utilized during investigations of misconduct and presentation at related hearings as outlined below. Duties will include, but are not limited to the following:

Labor Relations:
• Provide guidance to program managers and supervisors regarding agency policy and procedures, negotiated agreements, and policies & procedures of outside agencies such as Civil Service, Office of Employee Relations (OER), Office of the State Comptroller (OSC).
• Assist program managers in the implementation of employee counseling.
• Conduct investigations on employee disciplinary matters, including witness interviews, interrogations and drafting of investigative summaries.
• Draft and issue administrative notices such as cease and desist letters, suspension notices and disciplinary charges.
• Prepare and present OGS case theory and evidence at employee disciplinary arbitrations, to include witness preparation, testimony, opening & closing arguments.
• Conduct agency level hearings on both contract and non-contract employee grievances.
• Assist in the development and delivery of Labor Relations training programs.
• Consult with Legal Services on criminal matters, Equal Employment Opportunity Commission and Division of Human Rights matters, Office of the State Inspector General referrals and employee disciplinary cases, as necessary.

Labor Management:
• Develop and maintain dialogue with union representatives on Labor/Management topics.
• Assist in preparation of agenda items for and represent OGS at Labor/Management meetings.
• Assist in the negotiation and development of local Labor/Management agreements.

Note: Some limited travel may be required.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
