Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.
NY HELPS Minimum Qualifications: Accountant Trainee 1, NS - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Accountant Trainee 2, NS- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Senior Accountant, G18- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Minimum Qualification Substitution:
A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:
• Strong accounting, organization, and analytical skills.
• Knowledge of governmental accounting standards, the OSC GFO and Fund Classification Manual, or other similar federal or state government compliance requirements.
• Ability to conduct desk reviews with attention to detail and possess an ability to communicate through oral and written communication in a manner that is easy to read, and understandable to those without an accounting background.
• Experience using the Statewide Financial System.
Duties Description This position is located in the Adm/CHIP QER unit of Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. Under the supervision of an Associate Accountant, the Senior Accountant will assist in preparing and accounting for the Quarterly Expenditure Report (QER) for the Medical Assistance Administration (Adm) and Child Health Plus (CHIP) programs to secure over $300 million of federal funding on a quarterly basis for each program.
Job Description and Responsibilities:
• Receives and reviews claims and prepares workpapers that arrange and align claims with the proper federal form for submission to the federal Centers for Medicare and Medicaid Services (CMS) staying current with federal reporting requirements.
• Collects and compiles supporting documentation and records making sure they are accessible and readily available for review, request upon audit, or inquiry.
• Prepares or assists in the preparation of financial accounting schedules, forms, and reports related to Administration and CHIP utilizing the QER, federal allotments, revenue and expenditures, system reports, and funding awarded on grant award.
• Updates and maintains accounting records for the status of claims submitted for reimbursement and awarded grant award funding.
• Assists in responding to internal auditors and other state agency stakeholders for matters related to audits, deferrals, and disallowances.
• Assists in providing advice, assistance, and technical guidance to stakeholders within and outside of the Department regarding accounting and reporting matters related to claims, revenues, and expenditures for program activity.
• Updates and maintains federal grant cash plans for Administration and CHIP programs.
• Adheres to established accounting methods and processes and may recommend potential changes to current accounting systems and documentation standards.
• Prepares reconciliations of program activity from accounting records, QER, and SFS.
• Prepares accounting forms and templates with proper coding, and processes accounting entries in the Statewide Financial System (SFS) in accordance with governmental accounting standards set by OSC GFO and Fund Classification Manual.
• Performs various other duties as assigned.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
