Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Management System Analyst, Grade 18 OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Management System Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

Health Care Management System Analyst Trainee 1: A bachelor's or higher degree.

Health Care Management System Analyst Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.

Senior Health Care Management System Analyst: A bachelor's or higher degree AND two years of professional experience in conducting public policy research and analysis in finance.

Strong analytical thinking, writing and time management skills; the ability to effectively analyze large datasets; the ability to communicate effectively both verbally and in writing; and a strong competency with Excel software application.

Duties Description The candidate will work in the Office of Health Insurance Programs, Division of Finance and Rate Setting. The incumbent will work on various assignments related to fiscal and capitation rate analytics specifically related to rate-setting for the Partial Capitation, Medicaid Advantage Plus (MAP) and Program of All-inclusive Care for the Elderly (PACE) Managed Long Term Care Programs.

Rate setting duties include calculating rates, developing fiscal impacts, rate package review, and preparing documentation for review and approval by the Division of Budget and Centers for Medicare and Medicaid Services. Fiscal and rate development will be accompanied with other tasks including agency and federal communications, policy and program analytics, Global Cap and plan data analytics, developing quality pool awards, coordinating payments and payment reconciliations. The incumbent will assist the Bureau in budget tracking and forecasting to understand and communicate the impact of changes to the budget.
