Minimum Qualifications Non-Competitive Promotion (NCP):

this title, OR
- One year of permanent competitive class service in a title eligible for transfer under section 52.6 of the Civil Service Law. Examples of eligible titles include but are not limited to: Human Resources Specialist 2, Information Technology Specialist 3, Contract Management Specialist 2.


For Provisional or NCP Appointment:

- One year of permanent competitive service as:
A. Human Resources Specialist 1 (Labor Relations), or
B. Human Resources Specialist 1.

*Please note, this mechanism for qualifying will be viable if the canvass of the eligible list for Human Resources Specialist 2 Labor Relations in this location results in less than three candidates willing to accept the position

Duties Description The Human Resources Specialist 2 (Labor Relations) position is responsible for conducting Labor Relations disciplinary investigations, handling Notices of Discipline, assisting counsel at arbitrations, performing grievance investigations and decisions, workplace violence investigations and Section 72 proceedings. They may serve on Labor Management and Health and Safety committees. They may supervise one or more Human Resources Specialist 1's. They will also conduct other HR functions as needed.

Additional Comments The Salary Range includes Location Pay.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
