Minimum Qualifications Reachable on the appropriate Civil Service eligible list for this title OR current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Ability to act independently while handling competing priorities; Experience with Department of Health Facility Licensure, esp. Long-Term Care Facilities; Experience analyzing and understanding laws and regulations, esp. those related to Long-term Care facilities; Project Management experience, including tracking and reporting statuses; Excellent organizational, written, interpersonal, and communication (both written and verbal) skills and strong attention to detail; and Experience with supervision of staff, including training and performance evaluations.
Duties Description This position will serve as the Assistant Bureau Director of the Nursing Home (NH) Licensure Bureau at the Center for Long-Term Care Licensure, Planning, and Finance. Duties include, but are not limited to:
• Assist the Bureau Director with all Bureau projects, duties, and assignments, including tracking and reporting on project/duty/assignment status and approving project applications/transactions/agreements and reviews that are used to build the exhibits that go before the Public Health and Health Planning Council (PHHPC) for Certificate of Need (CON) approvals to establish or construct Nursing Home Facilities (currently 607 facilities statewide);
• Recommend and assist with the planning for Bureau personnel/staffing levels and supervise recruitments;
• Supervise and develop Bureau staff (including grade 23s), including training and performance evaluations;
• Represent the Bureau with OALTC/DOH upper-level management, other state partners, and stakeholders when needed;
• Research current statutory/regulatory requirements and provide policy interpretation/technical assistance to Bureau staff and licensure applicants;
• Analyze current and new laws/regulations and develop/revise Bureau policies, processes, and tools as needed;
• Research and propose regulatory/statutory amendments as needed to support Bureau licensure improvements, as needed;
• Collaborate and Coordinate with other DOH Bureaus, Centers/Divisions, and Offices, and other State Agencies, as applicable;
• Serve as a subject matter expert in meetings, work groups, and conferences including the Public Health and Health Planning Council (PHHPC), Leading Age, and working groups on the facilities the Bureau oversees;
• Analyze nursing home licensure data and develop/review reports on Bureau programs;
Assist the Bureau in reassessing bureau processes to make licensure processes more efficient to promote the availability of more nursing home resources statewide; and
• Other duties as assigned.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
