Minimum Qualifications A bachelor’s degree plus PMP certification and four (4) years of relevant experience. *

Duties Description This position will be the primary IT Program Manager for the New York State Board of Elections (SBOE) Public Campaign Finance (PCF) System. Reporting directly to the SBOE Chief Information Officer (CIO), this position will be responsible for all aspects related to the acquisition and/or implementation systems in support PCF initiatives, as well as ongoing operation, support, and enhancement of that and other internal systems.
In this role, a candidate would be expected to:
• Work with all stakeholders, internal and external, to oversee the analysis and requirements gathering process for the Public Campaign Finance system and systems to be developed in the future;
• Assist in the creation of business requirements documentation to be used in relaying those requirements to both internal and external development teams;
• Oversee implementation of the new systems based on documented requirements, including any required acquisition process, vendor evaluation and selection;
• Lead or participate in project governance meetings and activities;
• Work closely with assigned/contracted Project Managers for the new system;
• Supervise subordinate staff and interface with staff spanning multiple Information Technology units;
• Interface with Subject Matter Experts (SME) in Public Campaign Finance program and translate requirements into the new systems;
• Work with vendors and staff to ensure proper documentation of systems as they are implemented;
• Ensure support and maintenance contracts for systems that support the PCF applications are current and renewed in a timely manner;
• Offer suggestion as underlying application environments change over time and new technologies are widely adopted;
• Establish a solid, working team environment and collaborative culture;
• Work with the SBOE Chief Information Security Officer (CISO) and the Secure Elections Center team to establish, document and test security procedures for the new PCF system, ensuring adherence to all applicable policies and regulations;
• Participates in software architecture review and establish a change control process to minimize the negative impact of changes on the PCF environment;
• Work with PCF program management, participate in development of end-user training and support materials for the PCF system;
• Works with applicable staff and vendors in diagnosing incidents, performing Root Cause Analysis of system issues, documenting findings and implementing of sound solutions;
• Performs other duties as required.
