Minimum Qualifications Open to NYS employees with one year of permanent service as an Office Services Manager or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law.

Duties Description Under the direction of the ITS Facilities Manager, the incumbent of this position will assist in the managerial functions of the three major areas of Facilities operation. These include the Physical Operations unit, Office Services unit, and the Health & Safety unit, which involve all facilities and administrative support functions associated with the Facilities Section. This position is essential to act as a shadow to the Director of Facilities in the case of succession planning, which is imminent. Duties include, but are not limited to:

• Supervise all in-line supervisory staff allocated to the Facilities Section, to ensure that all day-to-day tasks are assigned and completed, as necessary, and that time and attendance issues are addressed.
• Oversee the renovation of ITS space by serving as “General Contractor” on larger OGS renovations and leases. These duties include collaborating directly with vendors to source flooring, office furniture, cubicles, security, etc.
• Coordinate with the Space Planning unit, as needed, when moving all applicable staff to alternate locations or working from home prior to the commencement of renovation work.
• Manage the scheduling of vendor deliveries and the installation of workstations, furniture, and security systems, as appropriate, to coincide with the timeframes of work performed by OGS construction, electrical and network contractors.
• Supervise the maintenance and associated records involved with ITS Tenant Alteration Requests (TARs), to ensure that these requests are scheduled and implemented in a timely manner. This requires frequent communication with OGS and applicable contractors.
• Assist the Facilities Director with the purchase, maintenance, and surplus of the ITS vehicle fleet. This includes oversight of the following:
o Preparation of annual vehicle purchase business case.
o Submission of bid requests to vendors on OGS contracts, the compilation and review of bid results, the recommendation for bid awards, coordinate with Finance to ensure vendor payment, and oversight of the completion and submission of all necessary paperwork/data entry with OGS (FleetWave) and DMV.
o In-service prep of all new vehicles.
o Scheduling preventative maintenance, repair, and warranty work for all fleet vehicles, which includes the approval/denial of vendor repair quotes as recommended by Holman/ARI.
o Surplus of vehicles determined to be too old/costly to keep in service, including submission of appropriate paperwork, surrender of license plates, and decommissioning of vehicles.
o Order Wright Express (WEX) fuel cards as needed and create fuel card PINs for drivers via WEX Online.
o Maintain the EZ Pass account and order tags for new vehicles.
o Monitor the Fleet shared mailbox to ensure timely resolution of employee vehicle use requests and concerns.
• Serve as backup Agency Administrator for the NYS DMV License Event Notification Service (LENS) program.
• Ensure timely completion of courier services and mail delivery which will include the development and maintenance of an electronic shipping/receiving database.
• Coordinate the delivery, installation and movement of office furniture, files, and other workstation equipment as necessary with the reallocation of workspace.
• Monitor and maintain inventory levels of standard office chairs, Reasonable Accommodation (R/A) chairs, standing desks, etc., and reorder as needed.
• Monitor the Facilities shared mailbox to ensure timely resolution of employee requests/concerns.
• Follow up with OGS to confirm completion of submitted work requests.
• Attend higher level Health & Safety meetings between ITS and OGS, PEF, CSEA, etc.
• Serve as back-up Emergency Control Director in Swan St. Tenant Safety Organization (TSO)
• Other duties as assigned.
