Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Workforce Programs Specialist 2; if you have less than one year, you must be reachable on the current Workforce Programs Specialist 2 eligible list for this location, if one exists.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be administrative by Civil Service.

One year of permanent or contingent-permanent, or 55b/c service in the following titles may qualify for transfer pursuant to Section 70.1 of the Civil Service Law:
Associate Employment Services Representative – Grade 23
Senior Employment Counselor – Grade 22

Ability to initiate and maintain relationships across a diverse set of stakeholders.
Duties Description Under the general direction of a Workforce Programs Manager 1 or 2, the Workforce Programs Specialist 2 supervises Workforce Programs Specialist 1s and support staff. Workforce Programs Specialist 2s also participate in the development, implementation, and management of performance based and cost-reimbursement based contract documents; provide technical assistance and guidance to contract administrators/program operators, etc. receiving funding; prepare and assist in the preparation of technical advisories, commissioner letters, program policy releases, bulletins, and memos regarding both employment and training, regulations, guidelines and Federal and State mandates. Workforce Programs Specialist 2s also work with grant recipients and agency staff on changes in procedures or requirements; attend and serve on various intra and interagency advisory and task forces addressing the interpretation of procedural and policy issues relating to workforce employment and training programs; develop operating procedures for grant/contract program implementation; review, monitor, and evaluate Federal and State workforce employment and training programs to ensure compliance with applicable legislation, rules, regulations, and policies and work with systems staff to develop and implement databases for the purpose of providing management reports and to facilitate the collection of data to be used to evaluate services and prepare reports.
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
