Minimum Qualifications Non-Competitive: possession of a New York State nursing home administrator license, and eight years of professional health care experience, three of which must have been in an administrative position* at a comparable skilled nursing facility.
* Qualifying administrative positions include administrators-of-record, assistant administrators or equivalent, department or deputy department director at a skilled nursing facility, or an administrator-in-training (AIT).
Substitution: master’s degree may substitute for one year of the professional health care experience, but not the administrative experience. Completion of an AIT program or qualifying field experience in a skilled nursing facility operated by New York State may substitute for an additional year of the professional health care experience.
Preferred Qualifications: Five (5) years of administrative experience with at least two years as the administrator of record in a facility of comparable size and in good standing with the NYS Board of Nursing Home Examiners. Demonstrated experience in achieving and maintaining familiarity with veterans’ issues, needs, and way of life, maximized services provided to patients and residents in need, five-star ratings and superior quality outcomes, fiscal stability and mental health and substance abuse programs. A strong candidate is proactive having solution-oriented thinking and leadership skills, can collaborate and communicate with the other three Department of Health-operated Veterans Homes and the Central Office.
Duties Description The New York State Veterans Home at St. Albans (located in Jamaica, Queens) is seeking a licensed Nursing Home Administrator to serve as its Administrator of Record. This Home supports 250 beds via an operating budget of $40 million and a workforce of approximately 300 staff.
The Administrator of the St. Albans Veterans Home will be responsible for all aspects of the facility’s operations. The incumbent will ensure comprehensive medical care is provided to all residents of the facility and is the administrator-of-record for the facility. Duties include oversight of all departments, consults with department management to resolve operational issues, policy formulation, program development, providing leadership and direction in coordinating resident care services, monitoring and assuring compliance with all legislative, regulatory and Departmental requirements, coordinates federal and State regulatory survey processes to ensure facility accreditation, maintains target census, training and development of staff, development of the annual budget requirements, investigates resident complains and ensures resolution, and represents the facility with community and public relations contacts. The Administrator will report to the Director of Health Facilities Management (HFM) and will work with HFM for consistent practices with other New York State Veterans Homes.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
