Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description • Provide guidance and technical direction to subordinates and other agency real estate staff regarding policies, procedures, laws, rules, and regulations related to agency real estate operations.
• Assist in the development and implementation of operational policies, procedures, guidelines, and directive regarding real estate program operations.
• Act as project manager, assigned to multiple high priority and or complex projects and will be required to develop a project schedule and work closely with the client agency, as well as OGS space planning, construction, legal services to assure adherence to the schedule and the timely completion of a lease project.
• Identify cost and space saving opportunities in leased portfolios.
• Ensure the work performed by contract staff in areas such as lease negotiations, building conditions assessments or space planning is technically accurate, market appropriate, and in conformance with agency and State rules, regulations, and policies by personally reviewing reports, assessments and other information submitted by contract staff or by supervising subordinate staff assigned to review such documentation.
• Work with the state tenant broker to investigate and analyze local real estate markets as to vacancies and rental rates to determine the most favorable lease terms and conditions.
• Work with other OGS business units to ensure that Real Estate Services activities are coordinated with capital improvement, reconstruction, rehabilitation, and/or construction projects as well as other State, federal, local, private, and not-for-profit programs and entities affected by agency real estate operations.
• Hold agency kick-off meetings and communicate actively through the project.
• Negotiate, write, and process packages through the approval process for completion.
• Support the Division of Real Estate in the collection and presentation of data as requested.
• Effectively train and supervise Real Estate Specialist 1.
• Work on special projects and perform other related duties as required.
• Perform a full range of supervisory duties.
• Perform other duties as assigned
