Minimum Qualifications MINIMUM QUALIFICATIONS:
1. Candidates must have permanent competitive status as an Office Assistant 3 (Calculation) and be eligible for a lateral transfer.
OR
2. Eligible to transfer via section 70.1 of Civil Service Law by having at least one year of permanent service in a qualifying title. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. 3. In the event there is not a viable eligible list, candidates that meet the following qualifications may be qualified for Provisional Appointment pending exam. To be appointed on provisional status, you must be eligible to and participate in the next Civil Service examination(s) being given for this title. You must be qualified for appointment from the eligible list. You must be a reachable candidate, when the exam list is produced by civil service, in order to obtain permanent status and maintain your position.

You must be a qualified employee of New York State you must be a qualified employee of New York State and have had one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service in a clerical, keyboarding, or paraprofessional**** title allocated to Grade 7 or higher. If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this position.

****Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is NOT qualifying experience. Examples of non-qualifying titles are Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Food Service Worker 2, Licensed Practical Nurse, Mental Health Therapy Aide, Security Services Assistant 2, Youth Support Assistant, and Youth Support Specialist.
Non-Competitive Promotion:
If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Duties Description POSITION DESCRIPTION:
The Office Assistant 3 will oversee the VISA Procurement Department.
PRIMARY DUTIES AND RESPONSIBILITIES
Duties include but may not be limited to:
• Close VISA statements for over 900 procurement card holders.
• Match submitted receipts and logs to cardholder statements to identify all required documentation has been submitted.
• Audit VISA statement/receipts to ensure proper use of procurement cards.
• Ensure proper coding is being used for charges and then reconcile the charges in the Statewide Financial System.
• Send letters to cardholders regarding delinquent receipts to ensure timely submission of documentation per Procurement Card Guidelines.
• Work in the procurement card SharePoint tracker to add daily cardholder transactions and run the monthly archive report.
• Process and email procurement card applications.
• Work in excel to track procurement card applications, cardholder limits, and cardholder moves.
• Completes temporary procurement card limit increases.
• Works in JP Morgan’s site to close procurement cards, run reports, and print cardholder statements.
• Monitors the Western credit card mailbox.
• Provides training to procurement cardholders.
