Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.

Duties Description Review engineering plans and applications for air permits from facilities with air contamination sources. Perform engineering analysis on applications and use agency database to create electronic versions of permits.

Conduct field inspections and complaint investigations of air emission sources. May include working on elevated surfaces/roofs/stacks.

Review compliance certifications and monitoring reports to ensure compliance with permit conditions and all state and federal regulations. Record inspections and compliance reviews into database.

Evaluate and report violations of applicable air regulations to supervisor. Prepare case referrals for enforcement when appropriate.

Keep supervisor informed of emerging issues and complete special projects and assignments as requested by supervisor.

Respond to emergency situations and air incidents as directed by supervisor.

Interact with and provide information to the general public, the regulated community, other governmental agency representatives, etc.


Essential Functions

Possess technical knowledge to perform engineering analyses coupled with strong technical writing and oral communication skills.

Possess good management and organizational skills.

Ability to understand and manipulate proprietary computer software programs.

Maintain good working relationships with co-workers and other DEC programs.

Ability to physically inspect regulated facilities’ processes and air emission points.

Capable of effectively working with DEC Central Office, the regulated community, the general public, government officials, and other outside entities.

Ability to travel overnight and to represent the regional program at meetings, training, outside conferences, and other public appearances, as required.

Ability to maintain and continually broaden a working knowledge of technology along with staying abreast of updated regulations to perform duties.

Additional Comments Must be able to negotiate difficult terrain.
Travel may be required.
Must be able to lift and move objects up to 20 pounds.
Telecommuting may be available, will be discussed at interview.
