Duties Description The incumbent will complete inspections of solid waste management facilities and other locations for compliance with Part 360 regulations. More specific duties will include investigating complaints from the public; completing inspection reports and communicating inspection results to facility operators and DEC staff; assisting with processing Beneficial Use Determinations (BUD); compiling, managing, analyzing, and interpreting monitoring data and reports for Inactive Landfills and other facilities; evaluating environmental impacts caused by landfills and other facilities, including but not limited to contamination of soil, sediment, surface water and groundwater; preparing reports and briefings for supervisors and/or Regional Director; reviewing water quality monitoring data from active and inactive landfills; evaluating water quality and other sampling procedures at solid waste management facilities and conduct sampling when necessary in accordance with approved methods; reviewing geotechnical, hydro-geological, and other aspects of landfill and other facility permit/registration applications, submittals, investigations, and reports; writing permits and provide technical assistance to other permit writers; preparing, submitting, and tracking enforcement cases with DEC legal staff; providing outreach and technical assistance to the regulated community; and representing the Department at public meetings, outreach events, hearings, and legal proceedings.

Essential Functions:
Must be competent with Microsoft Excel, Word and Power Point. Must be able to manage multiple projects simultaneously. Must be able to read and interpret regulations, technical documents and laboratory reports. Must have strong verbal and written communication skills. Must be able to communicate effectively when interacting with colleagues, other agencies, and the general public.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Must be able to lift and move objects up to 25 pounds.
Telecommuting may be available, will be discussed at interview.
