Minimum Qualifications Seven (7) years of experience in public relations, social media, and digital communications
Degree Substitutions: An Associate’s degree in one of the following areas may be substituted for two (2) years of general experience.
A Bachelor’s degree in one of the following areas may be substituted for four (4) years of general experience.
A Master’s degree in one of the following areas may be substituted for five (5) years of general experience.

Duties Description Under the direction of the social media director, the public information specialist 2 will be responsible for performing a variety of duties to support the social media functions of the agency to promote programs and initiatives of State Comptroller Thomas P. DiNapoli and the Office of the New York State Comptroller. This individual will develop social media strategy and campaigns to promote specific office initiatives; extensively write social media copy; coordinate creative and design, including shooting and editing short video reels for timely turnaround on different platforms; execute day-to-day functions; connect with audiences on the various social media platforms, including monitoring and responding to messages and requests for assistance; monitor post analytics, and perform administrative functions as assigned. Individual must have experience working with X, Instagram, Facebook and LinkedIn and the core tools in these social media platforms to promote messages. The position requires strong organizational skills and the ability to handle multiple projects at once.
• Develop and execute communication strategies for State Comptroller DiNapoli and the Office of the State Comptroller for social media initiatives, in consultation with the director of social media, assistant comptroller and assistant director of communications and the director of communications.
o Collaborate with other divisions and departments to identify and generate content for social media campaigns.
o Write, edit and disseminate written materials; and develop content concerning the programs and activities of the agency for website, electronic publications and digital and social media, including video reels & stories.
o Respond to and write content related to breaking news.
o Coordinate with executive management on content approvals.
o Communicate and enforce social media standards based on industry-accepted best practices.
o Comply with agency-wide clear language writing standards and suggest modifications to the standards as necessary.
• Develop and monitor online content for State Comptroller social media platforms.
o Assist in managing the daily operations of social media efforts and evaluate the effectiveness of such media as needed.
o Ensure that information on social media platforms is up-to-date and appealing.
o Manage constituent and rapid response process, including track feedback and comments on social media platforms and draft responses and provide assistance, as needed.
o Provide proofreading/copy editing services.
o Assist with the creation or selection of images, charts, graphs, reels, videos, photos or other media to best communicate and support messages.
o Perform quality assurance checks of work to ensure that all editorial and graphic assets have been uploaded properly to the page and are free of technical issues.
o Incumbents are responsible for supervising lower-level subordinates with a digital content parenthetic.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
