Minimum Qualifications Minimum Qualifications: One year of service as a Senior Accountant.

Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

The Department of Financial Services is seeking candidates for the position of Associate Accountant in the Office of Financial Management. Duties include, but are not limited to, the following:

• Processes bills for Retaliatory Taxes. Researches laws and prepares worksheets for participating states. Validates information received and determines billing requirement. Responds to queries in the RetalTax mailbox;
• Calculates the fire tax distribution to various fire districts. Collects insurance company data, updates street listings, imports company data files, and validates the data. Performs penny tests for bank transactions prior to the actual distribution;
• Calculates and processes the Fair Plan bills based on data from the New York Property Insurance Underwriting Association, NYPIUA. Updates the DFS website with the NYPIUA participation percentages annually;
• Responds to insurance companies and other entities’ inquiries regarding filings, bills, revenue and accounts receivable;
• Conducts fire tax audits based on form CT-33 submitted by insurance companies;
• Researches insurance companies and other regulated entities’ requests for refunds, credits and adjustments;
• Maintains the Pharmacy Benefits Manager account in QuickBooks;
• Reviews bank reconciliations for the Pharmacy Benefits Manager, Market Stabilization, Petty Cash, Banking, Fire Tax & General Fund;
• Reconciles the Virtual Currency bank account;
• Reviews reconciliation for the Property & Casualty, Public Motor Vehicle Security Fund and Workers Compensation Security Fund account and reports monthly balances to Management and Executive;
• Processes late bills for Retaliatory Tax, Fair Plan and Fire Tax;
• Processes online payments received for Fire Tax and Fair Plan at Key Bank;
• Performs general office duties, including but not limited to, answering telephones, assisting callers, making photocopies, prepares documents for filing, and mailing of bills; and
• Supervises subordinate staff.
