Minimum Qualifications Permanent qualification: Candidates must currently be a permanent Office Assistant 3 OR be reachable on the current Civil Service eligible list. Transfer qualifications: Candidates must be eligible for transfer under Section 70.1 of the Civil Service Law.
Provisional qualifications: Candidates must be a qualified employee of New York State and have had one year of
permanent competitive or 55-b/55-c service in an office assistant, clerical, or keyboarding title allocated to Grade 5 or higher.

Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is not
a qualifying experience.

**Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified
promotional candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by
non-competitive promotion of an applicant who meets the minimum qualifications.

Duties Description As second-level supervisors, Office Assistants 3 typically supervise Office Assistants 2, and perform the following tasks.

• Assign work to staff; schedule work flow, establish work performance standards, review work performance and production, determine the nature of problems, and take corrective action.
• Provide advice to and otherwise assist supervisors in planning, organizing, scheduling, and coordinating work operations, and work procedures.
• Ensure that subordinate staff are trained adequately.
• May participate in the hiring process for subordinate staff, may prepare or assist in the preparation of the budget for the clerical operation, and may maintain an active inventory for the clerical operation.
• Function as an overall manager over a clerical or office support operation.
• Reviewing and approving all invoice payments made via p-card and voucher.
• Process Refund of Appropriations for funeral expenses, NYS p-card purchases made on behalf of our individuals which averages $60,000 per month, cable/WiFi reimbursements, and various misc.
• Process payments for individual work program, Family Care respite payments, processes tax, and sewer charges.
• Review unit or departmental financial forms such as vouchers for conformance with approved spending.
• Maintain accounts for a major account clerical function (such as accounts receivable or payable) of an agency having large accounts maintenance operation and a large volume of transactions or for all clerical accounts’ maintenance and processing activities for an agency, division, program, or small business office.
• Compile and prepare financial data for budgetary purposes.
• Perform account clerical audits for programs in which there are a large number and variety of transactions, verifications, checks, and computations, and where the written procedures are changed frequently.
• The third level performs as the head of a clerical operation, typically functioning as second-level supervisor.
• Other duties as assigned.
