Minimum Qualifications Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title; AND a bachelor’s or higher degree including 24 semester credit hours in accounting and/or auditing.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Serve as subject matter expert for the Accounting Bureau General Ledger
o Provides technical accounting expertise and represents the Accounting Bureau General Ledger Unit as subject matter expert for general ledger Redesign tasks.
o Assists with oversight and coordination of the work of the Redesign team with respect to the design, testing, and evaluation of processes and activities, including journal entries produced, in PeopleSoft.
o Liaise between the Redesign team, Accounting Bureau, and Microsoft Dynamics vendor for the purpose of creating mutual understanding of how the PeopleSoft and Microsoft Dynamics interface will work and ensuring the completeness and accuracy of the interface.
o Assists in identifying and monitoring internal controls relating to the PeopleSoft journal entry interface to Microsoft Dynamics.
• Supervise 3-5 Staff
o Continuously monitor and train staff, as needed.
o Provide valuable feedback to develop staff.
o Assist staff with the most difficult accounting tasks relating to the administrative and audit deliverables.
o Ensure documentation is accurate, complete and timely, and that necessary communication/follow-up with business partners is documented.
• Regularly review and update policies and procedures
o Work with staff and principal accountant to revise and update unit procedures and training materials on a regular basis.
• Complete special projects and AD HOC requests
o Complete special projects as needed by management related to special projects and ad hoc requests, including but not limited to: Executive Correspondence, Pension fraud case documentation, Press Office requests, FOIL requests, & Audit requests.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
