Minimum Qualifications Promotion: New York State employee with one year or more of permanent or contingent permanent, competitive service as a Health Systems Specialist 3, Grade 23.
70.1 Transfer: New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible for transfer to Health Systems Specialist 4, Grade 25, under Section 70.1 of the Civil Service Law.
Non-Competitive Promotion: If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Health Systems Specialist 3. Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Consultant Nurse (Community Nursing and Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Principal Sanitarian, Regional Medical Care Administrator, or Senior Nutrition Services Consultant.
Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in interpretation of governing laws, regulations, or policy, Project management, Microsoft Office Application.
Duties Description Within the Division of Health Care Plan Contracting & Oversight, Bureau of Managed Care Certification and Surveillance (BMCCS), the incumbents are responsible for management of activities related to ongoing surveillance of Managed Care Organizations (MCO) to ensure compliance with Public Health Law Articles 44 and 49 as well as 10 NYCRR Part 98 and the Medicaid Model Contract.
Specific duties and responsibilities may include but are not limited to:
• Manage the review and evaluation of operations of MCOs and providers to ensure compliance with DOH and federal laws, rules, and regulations.
• Analyze state and federal legislation related to managed care and review for impact on existing program operations.
• Review and evaluate on an ongoing basis, existing surveillance methodology, tools and protocols and recommend changes to increase efficiency.
• Develop and regularly review program policies, procedures, and standards.
• Oversee the quality of data collected and systems used. Develop reports and queries to clearly communicate data collected.
• Draft, review, and update training and guidance documents.
• Supervise staff. Monitor and evaluate staff performance as well as manage and direct program activities by setting priorities and deadlines.
