Minimum Qualifications •J.D. required, admission to the New York State Bar preferred
•At least three years of state legislative experience strongly preferred
•Strong interpersonal and organizational skills
•Exceptional communications skills in both speaking and writing
•Experience with qualitative and/or academic research
•Willingness to travel or relocate when Albany presence required
Duties Description Manhattan-based State Senator is seeking a full-time Senior Legislative Counsel to serve as the primary staff member overseeing the Senator’s work as Chair of the NYS Committee on Judiciary. The Senior Legislative Counsel will serve as senior staff to the Senator and will be the staff member primarily responsible for the Senator’s legislative work.
Responsibilities include, but are not limited to:
•Serving as the Senator’s senior staff representative on the NYS Committee on Judiciary
•Providing legal and policy research and counsel for the Senator and his staff
•Developing and drafting legislative proposals
•Overseeing the Senator’s legislative and budgetary agenda, and developing political strategies to achieve those agendas
•Drafting reports, white papers, op-eds and supporting legislative materials on a host of policy issues
•Assisting in creating public forums on various issues
•Assisting in campaigns to further legislative initiatives
•Managing and directing the policy research of legislative aides
•Reviewing active lists and committee agendas and providing vote recommendations
•Formulating questions for floor debate, committee meetings, and legislative hearings
•Representing the Senator and his policy positions in meetings with lobbyists, advocates, and constituents
•Overseeing the Deputy Legislative Counsel and management the day-to-day operation of the Senator’s Albany office
Additional Comments Salary range is $90,000 to $110,000, commensurate with education and experience.
