Additional qualifications may be required.

To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
"A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering."
Duties Description Unique Duties
Must have valid driver’s license or demonstrate ability to meet the transportation needs of the position.
Must be able to work additional hours and travel as needed including overnight (~10%).
Preferred Qualifications
Must have a strong working knowledge of wastewater treatment technologies.
Must have or be able to develop a solid working knowledge of computer systems, including word processing, spreadsheets, geographic information systems, and ability to perform basic statistical analysis.
Must possess strong written and oral communication skills.
Candidate must be able to function effectively in large group settings and venues including public presentation.
Duties Description/Essential Functions
1. Implement the Water Integrated Compliance Strategy Systems (WICSS), using available resources for compliance monitoring and response activities necessary to ensure compliance by State Pollutant Discharge Elimination System (SDPES) permitted facilities, in multiple DEC regions.
2. Lead in the oversight of formal enforcement cases including violations of SPDES permits and Administrative Orders on Consent.
3. Review engineering reports, plans, and specifications for and municipal wastewater treatment systems and stormwater systems including green infrastructure and recommend these plans for approval.
4. Develop SPDES permits for municipalities with combined sewer overflows. Review and renew permits for consistency and conformance with regulations, policies, and procedures. Interact with permittees, their representatives, engineers, and various members of the public on permit issues.
5. Establish and maintain effective interpersonal relationships and communicate constructively with Federal, State and local government agencies, engineering firms, various non-governmental groups, and the public.
6. Assist in the development of guidance on general compliance and enforcement procedures and policies for the SPDES program and other water compliance initiatives.
7. Take a lead role in the revisions and updates to NYSDEC Model Sewer Use Law.
8. Will be required to supervise.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
