Minimum Qualifications Must be reachable on current Civil Service Office Assistant 3 (Human Resources), SG-14 list or currently hold the title of Office Assistant 3 (Human Resources), SG-14 or a title from which transfer is appropriate.

OPERATIONAL NEEDS: Hours are 8:00AM - 4:30PM - Monday through Friday.
Job requirements include:
• High attention and accuracy to detail and precision in all tasks.
• Working knowledge of the Civil Service Law, the rules, regulations and policies, and the statewide contracts governing the appointment, promotion and termination of employees.
• Working knowledge of the personnel transactions procedures and the College’s organization and mission.
• Willingness to work collaboratively with others and provide support as needed.
• Ability to communicate effectively, both orally and in writing, with employees and other stakeholders regarding laws, regulations, employee benefits, and procedures.
• Proficiency in using multiple software and database systems concurrently.

Duties Description • Oversees the processing of state employee appointments, promotions, terminations and other personnel transactions. Maintains and supervises the maintenance of a variety of personnel office records, such as the personal history file, position control file, title folders, current subject files, and correspondence files. Manages the paper flow portion of the employment processing of state employees. Responsible for the process of obtaining ID's for new employees and ensuring Email and IT Privileges are processed timely.
• Administers the SUNY computerized database to include managing line numbers, verifying schedule of positions, inputting personnel transactions, and verifying information. Manages the NYSTEP computerized system and inputs personnel transactions for all classified employees. Monitors work load tracking for line reclassifications and oversees extensions of temporary positions. Print and review end date reports for review for necessary action. Verifies information from PAYSERV and responsible for printing reports. Serves as the primary liaison with SUNY System Administration and Civil Service in these areas, including trouble shooting.
• Oversees the State Graduate Assistant appointment process for the Human Resources Office and coordinates with the Office of Instruction and Graduate Studies, Department Chairs, and Project Directors on special funds. Oversees appointment letters to insure items such as appropriate level and compensation.
• Serves as the primary liaison to the Payroll Office to assure efficient and effective flow of personnel requisition processing. Interpret certain payroll bulletins and SUNY System Administration memos and directions; notifies appropriate personnel and drafts communication notices. Processes negotiated unit salary increases including verifying eligibility. In conjunction with the Payroll Office, responsible for completing employment verification requests from outside agencies.
• Greet clients and assist in other areas of Human Resources, such as Research Foundation paperwork, completing I-9s forms, and providing information about employee benefits.
• Back-up the Student Assistant appointment paperwork and serve as primary contact person for special summer fee appointments.
• Oversee employee information that is generated from the Human Resources Office, such as running bi-weekly standardized reports; reviewing reports and making necessary corrections to employee records; coordinate with other offices as appropriate.
• Maintain miscellaneous reports and assist with projects, such as seniority rosters, temporary service funds, and work-clothing allowances.

This report includes statistics for the previous three years concerning reported crimes that occurred on-campus; in certain off-campus buildings or property owned or controlled by SUNY-ESF; and on property within, or immediately adjacent to and accessible from the campus. The report also includes institutional policies concerning campus security, such as policies concerning sexual assault, and other matters.
