Duties Description The Office of Information Technology Services (ITS) seeks a Director Human Resources 5, M-5, to provide overall strategic human resource (HR) leadership and direct a number of statewide enterprise initiatives that require fresh, creative human resources strategies to achieve their intended outcomes. The Director will lead and leverage the HR processes of the organization and drive key HR initiatives across the various operating units including but not limited to Recruitment, On-boarding, Classification, Diversity, Talent Acquisition and Retention, Performance Management, Reasonable Accommodations, Leave Management and Labor Relations. The Director will gain invaluable experience in this high profile, fast-paced role which offers extensive interactions with Executives within ITS, OER, Civil Service, and various other agencies.

Specific duties shall include but are not limited to the following:

•Oversee and provide policy direction to the operating units within Human Resources.
•Direct the development and implementation of enterprise-wide strategic workforce planning and development including, but not limited to: succession management; employee development, performance improvement, and career development; organizational restructuring and realignment activities; identification of mission-critical positions and development of associated classification and recruitment strategies to address gaps; and forecasting human resources, employee, and organizational development trends.
•Provide insight into organizational strategy based on people and organizational strengths and constraints.
•Provide vision and leadership to the organization by addressing critical human resource opportunities and challenges.
•Work with organizational leadership to develop a culture that inspires and fosters high performance and employee engagement, learning, innovation, and customer satisfaction.
•Maintain current knowledge of industry trends and employment legislation, providing expert advice and guidance to organizational leaders to facilitate the development of proactive approaches to address emerging priorities.
•Enhance and refine the agency's Performance Management system, providing regular summaries of Human Capital metrics to organizational leaders.
•Provide direct consultation and assistance to organizational leaders in the development of enterprise human resource and labor relations policies and procedures, employee engagement and organizational development strategies, title and position alignment, recruitment strategies for difficult to recruit for positions, and special projects.

Additional Desired Skills and Experience:
•Bachelor’s Degree; Master’s degree preferred.
•Expert knowledge of New York State Civil Service Law, Rule, and Regulation and Labor and Employee Relations.
•Well organized, mission-focused leader who exhibits in their body of work a commitment to integrity and results-based performance. Experience in a large, proactive, strategic human resources organization a must.
•Proven results within all HR disciplines including, but not limited to: Classification, Talent Acquisition and Management; Organizational and Workforce Development; and Labor and Employee Relations.
•Exceptional interpersonal, coaching and listening skills with the ability to communicate within all levels of the organization from senior executives to line staff associates.
•Proven ability to remain objective, discrete and exercise excellent judgment at all times. Able to develop strong, trusting relationships within the Division and organization.
•Demonstrated ability to effectively address sensitive HR issues, find common ground and treat differences fairly and equitably.
•Strong public speaking and presentation skills.
•Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.
•Occasional travel required
