Transfer:
Candidates must have permanent status as a Food Production Manager 2 and be eligible for lateral transfer; OR be eligible for transfer via Sections 52.6 or 70.1 of the Civil Service Law.
Promotion Opportunity:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Food Production Manager 2, M-2, at the Office of Mental Health, Central Office in Orangeburg, NY. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Food Production Manager 1.
Duties Description Under general direction, the Food Production Manager 2 is responsible for the overall operation of the Cook Chill Production Center (CCPC). Duties include, but are not limited to the following:
- Direct the day-to-day operation of the agency’s Cook Chill Production Center, including responsibility for all manual and automated business systems and material management.
- Establish policy and procedures to ensure that all food prepared at the facility complies with USDA standards and all other regulatory agencies. Ensure Hazard Analysis Critical Control Points, (HACCP) plan is consistently up to date and variations are investigated and corrected.
- Ensure all applicable regulations for the overall operation of the building and grounds are followed. These regulatory entities include and are not limited: EPA, OSHA, DEC. Further ensure all OMH guidelines and procedures for workforce safety and protection are followed.
- Establish short and long term goals for CCPC. Develop and direct cost-control system. - --Review, approve and submit proposed Cook Chill PC budget. Ensure all OMH Internal Controls are followed. Maintain and audit high risk activities such as product selection, purchasing, and inventory controls.
- Ensure compliance with established Memorandums of Understanding (MOU) with other agencies which are CCPC clients. Meet regularly with receptor sites and menu management team to discuss concerns, complaints or existing problems associated with the CCPC.
- Develop a marketing plan consistent with OMH mission that maximizes the utilization of the CCPC. Ensure products produced meet the dietary requirements of OMH and client agencies. Work with menu planning team to provide products that are required for menu goals.
- Provide supervision, guidance and oversight to subordinate staff, and intervene and resolve problems as necessary.
- Identify training needs and arrange for provision of training. Oversee the advanced training and ongoing in-service programs at CCPC.
- Plan, direct and coordinate the preventative maintenance programs and replacement needs for all food service equipment, transportation vehicles and plant equipment.
- Participate in labor management activities.
- Ensure maximum utilization of available manpower through proper scheduling and absenteeism control mechanisms. Ensure adequate staffing levels are maintained through timely fill requests. Ensure overtime is authorized per OMH Guidelines.
- Attend professional meetings/seminars as appropriate and conduct staff meeting when deemed necessary.
Additional Comments This position is eligible for the Downstate Adjustment of $3,087.
