COMPETITIVE MINIMUM QUALIFICATIONS:

Simultaneous to this posting the Civil Service list for Beginning Clerical Worker may be canvassed. Candidates appointed from this list would be appointed to a one-year traineeship. REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as an Office Assistant 1. Duties Description The Payroll Office within Region 2 serves both the Broome and Central NY DDSOs consisting of approximately 4,500
employees. Payroll prepares the regular, lag, and special payrolls. They also make related payroll determinations
concerning salaries, miscellaneous payments, deductions, taxes, and other similar matters. Under the supervision of a
Payroll Examiner, position prepares and processes payroll transactions and review related documents, answer basic
payroll questions, and provide payroll customer service.

PRIMARY DUTIES AND RESPONSIBILITIES:
Process payroll documents and payroll transactions.
Check for completeness, and process in appropriate computer systems, payroll documents such as direct deposit forms,
tax forms, and other forms related to payroll transactions.
Review transactions submitted to the payroll office by ensuring that position and employee information is complete and is
consistent with data entered in all relevant and controlling human resources and payroll computer systems. Update or
change information in payroll systems as necessary.
Calculate salaries and other wage information for agency employees.
Calculates and processes salary increases, longevity payments, performance advances, overtime, holiday pay,
inconvenience pay, recall pay, pre-shift briefing, lost time, extra-time, and other additional compensation payments.
Provide customer service to agency employees on payroll and/or personnel related issues.
Answer various types of questions from employees and managers concerning general payroll topics and specific personal status issues and inquiries.
Write responses to authorized inquiries from banks, insurance companies, and government agencies regarding standard employee wage and benefit information.
Assist agency payroll supervisors in resolving payroll certification issues and payroll processing errors.
Review standard payroll reports to ensure that payroll transactions are processed properly.
Process corrective payroll or payroll related transactions in various computer systems to rectify payroll errors and/or certification issues.
Conducts audits to ensure employees are being paid in accordance with Department of Civil Service Rules, negotiated agreements, and Office of the State Comptroller Rules and Regulations.
May review submitted time sheets to determine they are completed in accordance with Department of Civil Service Time and Attendance Rules and contractually negotiated agreements.
May supervise the work of subordinate clerical staff in the processing of the basic payroll documents.

HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
