Minimum Qualifications
COMPETITIVE MINIMUM QUALIFICATIONS: You must be reachable for appointment on the current Civil Service eligible list used for filling this title.
TRANSFER QUALIFICATIONS: Candidates must have one year of permanent competitive, or 55 B/C status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1of Civil Service Law AND you must possess a New York State Professional Engineering License and current registration. The transfer cannot be a second consecutive transfer resulting in an advancment of more than two salary grades.

PROVISIONAL QUALIFICATIONS: In the event there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive or 55 B/C service as a Professional Engineer 1 (Mechanical) and a New York State Professional Engineer License with current registration.
NON-COMPETITIVE PROMOTION (NCP)
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Professional Engineer 1 (Mechanical) with a New York State Professional Engineer's license and current registration.
Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Safety and Security, Fire Safety, Emergency Management, Environmental Services, and Food Preparation. Under the direction of the Director of Capital Services, the incumbent will manage and direct the development, implementation, and oversight of all capital construction activities related to HVAC, plumbing, electrical, environmental, and other engineering work for the agency. The candidate will be responsible for supervision of the Professional Engineer 1's Mechanical.
Duties include, but are not limited to the following:
· Manage the agency ongoing program of fire safety upgrades to residential buildings for compliance with NFPA 101 Health Care and Board and Care
occupancies, which include fire alarm and fire protection system installations as well as code related heating and ventilating requirements.
· Review and approve project design documents prepared by other design professionals for compliance with applicable building codes and for good design
practice.
· Review and develop project specifications, provide technical assistance to maintenance supervisory staff regarding the maintenance and operation of complex
building utility systems.
· Provide administrative management oversight of capital construction projects.
· Manage environmental programs for each of the regional offices regarding air emissions, petroleum bulk storage regulations, asbestos regulations, and lead
contamination along with providing direction to the field and develop projects for environmental remediation issues.
· Serve as a NYS Certified Code Enforcement Official for the Agency. Training provided.
· Conduct field visits and inspections, as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice.
· Provide supervision and management to subordinate staff engineers to effectively manage the engineering workload of the office.
· Responsible for occasional work in the New York State Emergency Operations Center in Albany during a natural disaster will be expected, which may
include modified working hours as needed.
This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and Emergency Services
bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and the majority of travel will be during, but not necessarily limited to, the typical construction season. Appointees to these positions are required to have a driver's license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.
