Minimum Qualifications Current NYS employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.
NY HELPS Minimum Qualifications: Accountant Trainee 1, NS - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Accountant Trainee 2, NS- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Senior Accountant, G18- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Minimum Qualification Substitution:
A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
Duties Description Under the general direction of the Supervising Accountant, this position’s responsibilities may include, but are not limited to:
• Includes running SFS General Ledger (GL) and SFS Analytics reports to analyze and identify all equipment purchases; researching purchases subject to OSC/OGS Capital Asset Entry qualifications; coordinating data exchange with appropriate Program Areas via Asset Management Receiving form; and SFS entry of Capital Assets.
• Coordination of Biennial Physical Inventory of Capital Assets as required by OSC and OGS.
• Maintain Depreciation Schedule in accordance with Federal Guidelines for rate setting purposes.
• Provide detailed expenditure reports and/or analyzed capital asset and depreciation information to consultants and Rate-Setting Unit annually or upon request.
• Perform monthly Internal Service Fund (ISF) Cash Reconciliation.
• Provide monthly AR30006 information to Budget Unit.
• Intake and document checks and ACH’s received from customers on A/R and vendors for Refunds of Appropriation.
• Coordination of cash receipt processing with the BSC.
• Provide ACH enrollment information to customers and vendors upon request.
• Provide annual analysis of detailed expenditures by expense category to Department of Labor to assist them in their annual report of Unemployment Insurance grant program.
• Respond to questions from A/R and Billing units regarding payments made by customers and vendors.
• Provide capital asset and expenditure information to Rate Setting Unit as needed.
• Work with Budget Unit to analyze and resolve budget exceptions in transaction processing.
• Provide reports to OSC on a quarterly basis for the Governmental Accounting Standard Board statement for Leases (GASB 87) and Subscription Based Information Technology agreement (GASB 96).
Additional Comments Fingerprinting and background check are required for employment with ITS.
