Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Architectural Engineering, Architectural Engineering Technology, Building Engineering, Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience related to construction project supervision of the structural and architectural elements of the building.

55 B/C APPOINTMENT:

Duties Description The Professional Engineer 1 (Civil/Construction) duties in Building Standards Codes will include but are not limited to the following:
• Conduct audits for training requirements for Code Enforcement Officials and Building Inspectors.
• Create course development, revisions, and updates by a specified deadline. Ensure that the content course materials submitted to the Program Manager is comprehensive, accurate, explains the material clearly and concisely, and is creative.
• Deliver energy code training online, and in large groups (300-400 students) to ensure the training is delivered properly, accurately, and professionally. Mentor and collaborate with other staff in their performance and presentation of the class material and provide guidance on how they can improve their delivery and meet the intended goals of the training.
• Assist in providing regional support across the state as assigned. Regional support in the form of training, technical assistance, and potentially direct enforcement as assigned. Provide support and direct staff in the form of training, plan reviews, inspections, and responses to questions concerning the proper application of the codes. Ensure the support provided is technically accurate and provided in an effective manner.
• Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, for local government programs in the administration and enforcement of The Uniform Fire Prevention and Building Code (the “Uniform Code”) as well as the State Energy Code.
• Review local laws and ordinances governing building construction.
