Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Required degree: must have been conferred a degree in one of the following disciplines - Accounting, Auditing, or Taxation OR any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
**Senior Accountant level requirements:
• Accountant Trainee 1 (equated to SG-14): either one of the required degrees or any bachelor’s degree with required 24 credit hours.
• Accountant Trainee 2 (equated to SG-16): either one of the required degrees or any bachelor’s degree with required 24 credit hours and one year of the required experience.
• Senior Accountant, SG-18: either one of the required degrees or any bachelor’s degree with required 24 credit hours and two years of the required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1, or 70.4 of the Civil Service Law.

Successful completion of a two-year traineeship leads to appointment as a Senior Accountant, SG-18.
Please note: ALL candidates must possess 24 credit hours in accounting, auditing, and/or taxation. Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Duties Description Duties include, but are not limited to, the following:
• Maintain the Capital Asset Module of the Statewide Financial System.
• Review, approve and post asset transactions entered by agencies.
• Make adjusting entries.
• Identify and record all new assets from the OGS Design and Construction and Dormitory Authority Project Reports and other sources.
• Manage Additions/Modifications to the Location Table.
• Prepare yearly Asset Management Reports to be sent to the Office of the State Comptroller for the State’s Annual Financial Statements, which entails:
o Prepare and reconcile Construction in Process Spreadsheets.
o Prepare and reconcile Annual Depreciation Spreadsheets.
o Prepare and reconciling yearly GFAAG Report for all Asset Types.
• Act as the point of contact for the annual audit performed by an outside Accounting Firm.
• Answer questions and perform necessary work associated with the audit.
• Work with OGS Real Estate and the Business Services Center to ensure consistency among the Asset Management Facility and Property databases.
• Address agency questions and concerns and provide reports as requested.
• Perform site visits to verify the accuracy of reported capital assets by State agencies.
• Perform other duties and special projects as required.
NOTE:
• Travel may be required (approximately 25%), including during evening and weekends, depending on assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
