Minimum Qualifications Minimum Qualifications:
Eight years of experience within web-based software engineering/development, including two years of supervisory experience or one year of managerial experience.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience
Duties Description Under the direction of the Acting Deputy Commissioner for Technology, SG-NS, within the Office of Information Technology Services, WCB business solutions team, the selected candidate for the Project Director, SG-NS, will lead the program development team and will provide technical project and functional leadership and management for the development and implementation of the WCB Legacy Renewal Program and Application Modernization project.
Specific duties include, but are not limited to:
• Establish and enforce standards including application design principals, coding, accessibility, quality, testing and reporting.
• Lead the development of new applications and system solutions that meet business requirements.
• Apply software engineering principals to analyze, problem-solve and design a solution.
• Assist the program technical director and program architect with assessing and selecting both current ITS offered tools and new tools when designing a solution.
• Assist in the development and execution of project plans.
• Enforce the software development lifecycle (SDLC) and specifically lead all requirements of validation and acceptance, design, development, and unit testing activities.
• Ensure application system performance, load, and penetration testing.
• Develop and execute implementation and testing plans for application rollouts.
• Ensure all technical-related communication, both with subordinate staff and program management, is efficient and effective.
• Ensure all team activities are performed and aligned with NYS project management standards including scope, change, risk, issues, budget, schedule, communication, and quality management.
• Assist the program director, business solutions director, and on-board technical program director to ensure all project deliverables meet all WCB (Worker’s Compensation Board) requirements and ITS policies.
• Ensure all development staff is performing within project deadlines, budget, and are adhering to ITS policies and procedures.
• Perform the full range of supervisory responsibilities, as applicable.
