NY HELPS Minimum Qualifications:
Candidates may be eligible for a NY HELPS appointment to this title if there are fewer than 3 interested internal qualified candidates in direct-line lower-level promotion titles, AND they meet the listed NY HELPS open-competitive minimum qualifications.

NY HELPS Qualifications: Nine years of professional experience working with conventions; trade shows; major fairs; expositions; convention centers; entertainment facilities; sports arenas and/or performing arts venues in the areas of fair management, equine/livestock exhibitions, event/ logistics planning, event promotions, oversight of facility use or concessions management.

Minimum Qualification Substitution: An associate’s degree may substitute for two years of experience. A bachelor’s degree may substitute for four years of experience.

Alternate Minimum Qualifications:
You may also be eligible for appointment to this position if you meet any of the following minimum qualifications.

Non-competitive Promotion: If there are three or fewer interested and qualified promotion candidates, the agency may at its discretion nominate a qualified employee for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Non-Competitive Promotion Minimum Qualifications: One year of permanent competitive service as a State Fair Administrator 2 or two years of permanent competitive service as a State Fair Administrator 1 may be considered for non-competitive promotion pursuant to section 52.7 of the Civil Service Law.

Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.




Duties Description Position Information:
The State Fair Administrator 3 is responsible for developing and managing the events master plan for Fairground facilities, including scheduling events, maintaining facility rates, and overseeing supplemental service fees. This role evaluates and updates policies, coordinates event logistics, and serves as the primary point of contact for event booking and promotion. The State Fair Administrator 3 builds relationships with current and prospective customers to drive event growth, negotiates non-standard agreements, and ensures proper staffing and compliance with agreements, regulations, and laws. They also monitor financial settlements, develop annual budgets, participate in recruitment, and staff management, and make strategic recommendations to the Assistant Director and Director to enhance revenue and facility usage. Additionally, they act as a liaison with promoters, customers, and tourism groups and support the growth of both short- and long-term event strategies.

The State Fair Administrator 3 is a full-time position working 37.5 hours per week, Monday-Friday.

Additional Comments NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide
Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
