Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 3, G-25, to work within the Bureau of Inspection and Certification. The Bureau of Inspection and Certification (BIC) is responsible for activities related to issuance of Operating Certificates (licenses) pursuant to the Mental Hygiene Law. BIC’s mission is to assure that all mental health providers certified by OMH meet generally recognized standards for the operation of such programs as well as standards established by the Codes, Rules and Regulations of the State of New York.
In addition to overseeing the inspection and monitoring of currently licensed programs, BIC also manages the Prior Approval Review (PAR) process for OMH. PAR is a public review process to regulate growth of licensed programs within the local service system, to review significant changes planned for existing programs, and to assess the impact of changes on the local service delivery system. BIC provides technical assistance to agencies and counties to assure that local needs are met and new and modified program operations comply with regulatory requirements. Under the direction of the Deputy Director of BIC, the Mental Health Program Specialist 3 will supervise project managers who are responsible for the PAR applications and provide consult to prospective and current PAR applicant and their consultants, and various reviewer groups in Field Offices and Central Office.
Duties to be performed will include, but not be limited to, the following:
• Coordination of comprehensive PAR review process and analysis of PAR applications to determine compliance with applicable standards.
• Analysis of responses and recommendations of external reviewers for inclusion in project summaries.
• Consultation with county mental health departments, OMH field office staff and service providers.
• Preparation of detailed letters, memoranda and reports related to PAR projects.
• Analyze data related to inspection visits and findings; prepare reports.
• Assist in maintaining the centralized database for licensed programs and recommend improvements to the system to support licensing activities.
• Assist in implementation of strategies and new initiatives to enhance Division programs; interagency, intergovernmental, and stakeholder communications and cooperation; and overall program operational efficiency.
• Other duties as assigned.
