Minimum Qualifications Seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector.

One year of this experience must have been at a supervisory level. A bachelor’s degree may substitute for four years of the non-supervisory experience. A master’s degree may substitute for one year of the non-supervisory experience.

Duties Description Duties include administering Equitable Business Opportunities (EBO) accounts and software enhancement requests for the Department’s Civil Rights Monitoring and Reporting System for the Construction Program; providing support, assistance and training in the use of EBO to Contractor’s and Department users; assisting with data entry, maintenance and testing of EBO; and monitoring contract information reported in EBO. Requires an understanding of the rules and regulations related to Federal Equal Employment Opportunities (EEO) and Disadvantaged Business Enterprise (DBE) as well as the State Minority and Women-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Programs.

The incumbent will:

• Provide supervision, guidance, and oversight to the CS1s (within assigned regions) to ensure all duties are performed accurately and timely.

• Provide assistance and training to the Regional CS1s for their roles and responsibilities.

• Perform goal assessment during design phase to establish contract specific DBE/MBE/WBE/SDVOB goals that are realistic and achievable and request a goal waiver if appropriate.

• Take lead on matters of greater complexity; coordinate with Office of Construction.

• Ensure that roles and responsibilities of the regional CS1s are covered in times of vacancies.

• Provide temporary oversight and supervision of other regions in the event of a vacancy or extended absence of another CS2.

• Perform QA Review of FHWA Compliance Reviews and submit to Office of Construction.

• Review substitutions/reductions/terminations for proper documentation and provide approval/concurrence.

• At final acceptance, perform QA review of GFE documentation and provide concurrence.

• Review applications for vacant CS1 titles and perform interviews, consult with Office of Construction if needed.

• Perform Commercially Useful Function (CUF) Reviews of Off-Site DBE/MBE/WBE/SDVOB firms (i.e., Manufacturers, Fabricators, Material Suppliers, Distributors, Professional Services, Work Services)

• Perform oversight of any mega projects within your regional oversight.

Note: Although this position will report to the Office of Construction in Albany, NY, the physical work location will be either Region 1 or 9 based upon the geographic location of the selected candidate.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
