Minimum Qualifications Transfer: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2.
Preferred Qualifications: Experience with Medicaid or other health insurance; experience with quality measurement
Duties Description The Medical Assistance Specialist will serve as the lead for the Medicaid and CHPlus Quality Strategy within the Bureau of Health Access, Policy and Innovation (BHAPI). BHAPI sits within the Division of Program Development and Management, which oversees Medicaid policy, within the DOH's Office of Health Insurance Programs. BHAPI leads the DOH's Quality Strategy development and monitoring, in close collaboration with other offices and agencies. The MAS will lead interagency and interdepartmental discussions to build out and maintain the Quality Strategy, a federally required roadmap for ensuring high quality Medicaid and CHPlus programs. The MAS will convene stakeholders to collect input on the Strategy, develop a monitoring plan, and closely monitor related quality measures. The MAS will promote the Quality Strategy throughout DOH and have a lead role in determining priority areas for the roadmap.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
