Minimum Qualifications Minimum Qualifications for provisional appointment:
Must be a qualified employee of New York State and have had one year of permanent competitive of 55b/55c service as follows:
Either A. as a Payroll Assistant, Payroll Examiner 1, or former title of Payroll Clerk 3;
Or B. as an Office Assistant 2 (Calculations); or in a clerical, keyboarding, or paraprofessional title allocated to Grade 11 or higher. Qualifying titles are available at:

Please note: the examination for this title was just held on October 26th. You would have needed to apply for and take that examination in order to be eligible for a provisional appointment.

Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Payroll Examiner 2, Program Aide, Office Assistant 3, Office Assistant 3 Calculations, Office Assistant 3 Human Resources, Payroll Specialist 2, Administrative Assistant 2. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, http://www.cs.ny.gov/, search "GOT-IT".
Duties Description The incumbent of this position will handle complex payroll and salary issues, perform payroll processing tasks and activities for seasonal payrolls; interpret and apply policies, rules and regulations issued by the Office of the State Comptroller, the Department of Civil Service, and the Division of the Budget; sections of multiple negotiated agreements between New York State and the employee unions; and sections of the State Finance Law governing salaries, lump sum payments, deductions, leave credits, and other factors which affect employee payrolls; and may supervise lower level staff.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
