Minimum Qualifications Minimum qualifications for Provisional Appointment:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as follows:
Either A. as a Payroll Examiner 2;
Or B. as a Payroll Specialist 2, or Office Assistant 3 (Calculations).
Please note: The promotional list for this position may not be viable. Therefore, if no more than three qualified individuals are interested, it may be possible to make a permanent appointment via non-competitive promotion.
OR
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 16 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Head Account Clerk, Human Resources Specialist 1, Payroll Analyst 1, Senior Budgeting Analyst, and State Expenditures Examiner 1.
Duties Description - Handle complex payroll and salary issues
- Perform the full range of payroll processing tasks and activities for both permanent and seasonal payrolls
- Supervises lower level staff
- Interpret and apply policies, rules and regulations issued by the Office of the State Comptroller, the Department of Civil Service, and the Division of the Budget; sections of multiple negotiated agreements between New York State and the employee unions; and sections of the State Finance Law governing salaries, lump sum payments, deductions, leave credits, and other factors which affect employee payrolls.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
