Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1 (Health Care Finance), G-18, Program Research Specialist Trainee 1 (Health Care Finance), NS or Program Research Specialist Trainee 2 (Health Care Finance), NS.

Transfer: Current NYS employee with one or more years of permanent or contingent permanent, competitive service in a title eligible for transfer to Program Research Specialist 1 (Health Care Finance), Grade 18, under Section 52.6 of the Civil Service Law.

Program Research Specialist 1 (Health Care Finance): A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and two years of professional research experience in health care financing performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.?

Preferred qualifications: Strong analytical thinking, writing and time management skills; the ability to effectively analyze large datasets; the ability to communicate effectively both verbally and in writing; and a strong competency with Excel software application.

Duties Description The Program Research Specialist 1 (Health Care Finance) will work in the Office of Health Insurance Programs, Division of Finance and Rate Setting. This position will perform research, evaluation, and analytical studies relating to the fiscal oversight of the Partial Capitation, Medicaid Advantage Plus (MAP) and Program of All-inclusive Care for the Elderly (PACE) Managed Long Term Care Programs.

Tasks will include performing capitation rate setting, quality pool awards, directed payments and payment reconciliations. Funding methodologies will be developed, implemented and reviewed that incorporate specified quality metrics, fee-for-service rate schedules, health plan encounter data and community health assessment data as well as plan cost report and data surveys.

The incumbent will participate in Partial Cap, MAP and PACE program premium rate setting activities including rate package review and premium rate development. This includes calculating rates, developing fiscal impacts, and preparing documentation for review and approval by the Division of Budget and Centers for Medicare and Medicaid Services. Further, the incumbent will develop surveys to collect and analyze managed care worker wage spending and plan provider contracted rate information. Other duties can include additional data management and analytics responsibilities such as advanced data extraction from various data sources including but not limited to the Medicaid Data Warehouse (MDW), OHIP Datamart and Plan Cost Reports.
