Minimum Qualifications Non-Competitive HELPS:
Trainee 1 ($52,198): A bachelor's or higher degree OR
Trainee 2 ($58,247): A bachelor's or higher degree and one year of professional experience OR A Juris Doctor, master's or higher degree
Journey Level ($65,001): A bachelor's degree or higher and two years of professional experience OR
A Juris Doctor, master's or higher degree AND one year of professional experience*.
*Professional experience must be performing the duties of the full performance level position: conducting financial investigations, determining payment sources, and developing and submitting claims for the cost of care of individuals receiving care and/or treatment in State facilities and programs.

Transfer Opportunity:
Candidates must have permanent status as a Resources & Reimbursement Agent 1, SG-18 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of this position.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Resources & Reimbursement Agent 1, position in the State Operations Finance Group, Capital District Patient Resources Office; specific duties of this incumbent include, but are not limited to, the following:
• Conduct financial investigations, determine payment sources, and develop and submit claims for the cost of care of individuals receiving care and/or treatment from OMH facilities.
• Analyze and evaluate the financial resources of those individuals and their financially liable relatives, and determine and develop benefit eligibility.
• Assist, provide information to, and train various parties regarding the managing of individuals' finances, programs, policies, and procedures; ensure the proper administration of the personal assets of individuals.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
