Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG27 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG25 or higher and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law.
Preferred Qualifications: We are looking for a strong leader who motivates staff and is a problem solver. Preference will be given to candidates that have familiarity with Institutional Review Board (IRB) processes, regulations and laws related to personally identifiable information (PII) or personal health information (PHI), and experience dealing with hospital administrators, or insurance administrators, or researchers. Candidates should have the ability to articulate goals, plan and implement processes to achieve those goals, and meet deadlines. Demonstrated ability to effectively communicate and negotiate across different stakeholder groups. The candidate should possess excellent written and oral communication skills.
Duties Description The Health Program Administrator 3 (HPA3) will oversee the Data Access, Release, and Compliance Unit in the Bureau of Data Programs and Policy within the Center for Health Data Innovation. The Bureau is responsible for data submission compliance and data release for two major systems, the Statewide Planning and Research Cooperative System (SPARCS) and the All-Payer Database (APD). The SPARCS system has been operating for more than 40 years and collects data from more than 400 facilities, provides data access to more than 100 DOH analysts, and data extracts to more than 200 external requestors. The data is critical for statewide health research and a number of Department programs. The All-Payer system is an expansion of SPARCS and has been operating since 2018. The APD collects data from more than 80 insurers and will begin releasing data in 2025.
The HPA3 will be responsible for stewardship activities within the unit, including:
- Directing the data submission compliance program for regulated Article 28 facilities, regulated Article 42, 43, or 47 ‘third-party health care payers’ for hospital discharge (SPARCS) and All Payer Data (APD);
- Directing the data request and release program for internal and external stakeholders; including organizing the Data Governance Committee (DGC); the DGC is comprised of internal and external representatives that are a voting body that provides recommendations to the SPARCS Administrator on the release of limited identifiable data files;
- Developing strategies for engaging diverse stakeholder groups to ensure understanding of compliance and data release policies;
- Overseeing the SPARCS/HCUP partnership. The Agency for Healthcare Research and Quality (AHRQ) Healthcare Cost and Utilization Project (HCUP) partnership provides SPARCS data to a national database for wider distribution.
- Representing SPARCS and APD in statewide forums and national forums on collection and release of data.
Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
