Salary RangeFrom $137457 to $173664 Annually
Minimum Qualifications Candidates must have a law degree from an accredited law school, admitted to the New York State Bar, and have ten years of relevant post-bar experience.
Government experience is preferred.
Duties Description The incumbent will report to the New York State Division of Homeland Security and Emergency Services' General Counsel. Duties may include but are not limited to the following:
•Support the General Counsel for all agency needs and perform duties in their absence.
•Provide legal counsel and advice and high-level support to the Commissioner, Executive Deputy Commissioner, and Agency Executive staff.
•Serve as primary legal counsel for the Office of Administration and Finance.
•Represent the Agency and serve as the primary point of contact for the Office of Employee Relations related to discrimination complaints.
•Serve as the primary legal contact related to Agency compliance with the ADA to include reasonable accommodations.
•Supervise staff attorneys to include oversight and management of legal staff responsible for human resources, labor relations, contracts, procurement, state and federal grants, and interoperable and emergency communications.
•Manage the Agency’s compliance with state and federal laws, rules, regulations, and policies.
•Serve as the Records Access Officer to include management and oversight of the Agency’s compliance with the Freedom of Information Law.
•Develop and deliver training and provide legal advice to the Agency related to implementation and compliance with state and federal laws and regulations.
•Provide legal counsel and advice on managing billions of dollars in preparedness grant funding in compliance with federal and state laws, rules, and regulations, while interacting with a variety of federal, state, municipal and not for profit organizations.
•Establish policies and procedures governing grant management activities to develop and execute a comprehensive systematic plan of administrative, operational programmatic, and financial monitoring in accordance with state and federal requirements.
•Represent the agency and present testimony at EEOC proceedings, arbitrations, hearings, and in court as needed.
•Review and draft comments on legislation.
•Serve as primary Ethics Officer to include management and oversight of the Agency’s compliance with the state law, including Public Officers Law, and Agency policies and procedures.
•Other duties as assigned.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
