Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer under the Civil Service Law.
*Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfer would exceed two salary grades.
Duties Description Under the direction of a higher-level Human Resources Specialist, the incumbent will oversee all labor relations activity in a geographic grouping of offices and/or youth residential facilities. Duties include, but not limited to:
-Serve as a resource for program managers and supervisors concerning contractual interpretations, disciplinary matters and labor/management issues.
-Provide assistance to program managers and supervisors to ensure proper interpretation and administration of contract provisions.
-Assist agency program managers and supervisors with the interpretation of OCFS policies and procedures, negotiated agreements and outside agency policies such as Civil Service, OER, OSC.
-Provide advice and assistance to agency level committees.
-Monitor and provide assistance to Department managers and labor representatives with regard to local labor/management activities.
-Represent, direct or participate in the agency local and statewide labor management committees.
-Review requests for discipline submitted by agency managers. Prepare and present disciplinary hearings and/or arbitrations.
-Review discipline investigations, including PEF time & attendance matters and, make recommendations on appropriate corrective action.
-Act as agency level representative for grievances and conduct agency level hearings on both contract and non-contract employee grievances.
-Develop and maintain dialogue with union representatives on Labor Relations topics.
--Assist agency program managers in the implementation of employee counseling.
-Act as liaison with legal office on issues involving employe relations activity, including litigation involving disciplinary action or grievance determinations, and Anti-Discrimination Investigation Division, Division of Human Rights complaints and IG’s office.
-Present and/or assist in the presentation of counseling and discipline training for supervisors, managers and Supervisory Institute.
-Additional duties may be discussed during the interview.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
