For appointment to an Information Technology Specialist 3 (Sg-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Assist staff in the implementation of hardware/software and technical support for VMware vSphere, Active Directory, and Windows Server Operating System (OS) environments, both on-premises and in Azure. Tasks include, but are not limited to installation, modification, maintenance and troubleshooting.
• Ensure supervisor is aware of issues.
• Assist in the review of deliverables.
• Assist with the development of risk management and risk mitigation plans.
• Assist with defining the impact of scope changes.
• Assist in the development of work breakdown structures and project plans to support hardware/software upgrade and modification activities.
• Participate in mandatory on-call support rotation and troubleshoot/resolve issues outside normal business hours as needed.
• Perform preparation work and patching duties as required.
• Assist staff in development, implementation, and maintenance of detailed technical designs and procedures for storage management, capacity planning, performance analysis, system tuning, system accounting and change control, and system management in accordance with the Office of the State Comptroller’s (OSC) systems.
• Assist staff in diagnosing and correcting computer system problems (i.e. disk failure, memory leaks, server issues, etc.)
• Develop and implement PowerShell scripts for installation, configuration, management, monitoring, and modification of Windows Server and Active Directory resources.
• Participate in selection, installation, and maintenance of OSC’s server security software.
• Assist staff in the development of backup, recovery, and contingency/disaster planning.
• Work cooperatively with other Chief Information Office (CIO) teams on special projects and new technology.
• Participate in project activities such as planning, creating work effort estimates, providing feedback, and ensuring servers and operating system environments are designed, developed and installed to perform in a manner adequate to meet the needs of our customers.
• Work with CIO teams, OSC divisions, and external entities to ensure customer needs are addressed.
• Assist in setting priorities and prepare work effort estimates for assigned projects.
• Assist staff in performing troubleshooting and debugging activities.
• Perform post-implementation and maintenance activities, as well as activities related to future upgrades and enhancements of the Windows Server OS, VMware vSphere, and Active Directory environments.
• Communicate to CIO management the status of assigned projects through standard reporting methodologies and relay information concerning delays and potential problems.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in Operating Systems (1 year to 2 years).
• Working knowledge of VMware, but not limited to, vSphere control of VMware servers and backup/restoration techniques in a large-scale VMware environment.
• Fundamental knowledge of Active Directory Management and Administration.
• Demonstrated ability to design, program, and implement PowerShell scripts to monitor, maintain, and manage Microsoft Windows Server and Active Directory environments.
• Knowledge of storage networks.
• Demonstrated experience in disaster recovery planning and implementation.
• Demonstrated ability to work and collaborate in a dynamic team environment.
• Demonstrated ability to quickly master new information technology concepts using a variety of methods including on-the-job learning, research, and formal training.
• Demonstrated ability to manage vendor relationships including coordination with vendors and meeting deadlines.
• Excellent verbal and written communication skills.
• Demonstrated initiative, independence, confidentiality, planning, and organization skills.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
