Minimum Qualifications Current Veterans Benefits Advisor 2 and interested in lateral transfer or relocation.
Provisional Pending Examination:
Current Veterans Benefits Advisor 1 with one year of permanent competitive or 55-b/55-c service.
52.7 - Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, meet the following minimum qualifications and must not have failed the last holding of the promotion examination for the title listed above: Current New York State Department of Veterans Services employee with one year or more of qualifying permanent service as a Veterans Benefits Advisor 1.
Duties Description Duties include but are not limited to:
• Advising Local Veterans Service Agencies and Veterans Service Organizations and community groups of the Department’s programs.
• Conduct training courses for VBA1s and local service personnel (VSO).
• Liaison between Agency and VA.
• Responsible for VA hearings as necessary.
• Responsible for claims in your region.
• Represent Department and Commissioner as requested.
• Attend outreach activities.
• Assign staff to attend and represent the Department for outreach events.
• Ensure that Internal Control Forms (NYSDVS Field Office Review and Evaluation Form) are completed in a timely and comprehensive manner.
• Ensure that After Action Reports are submitted in a timely and complete fashion.
• Utilize your “outlook” calendar for all daily activities and appointments. All client appointments and work-related activity should be accounted for on the “outlook” calendar. Access shall be given to your direct supervisor.
• All the Department’s clients will be entered into the Case Management System. Any activity related to a client shall be promptly entered.
• Accreditation by the Department of Veterans’ Affairs, through the NYS Department of Veterans’ Services, as an “Agent” pursuant to Section 38 CFR 14.629 is necessary for continued employment.
Operational Needs:
• Travel is required (approximately 50%), including evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
