Minimum Qualifications NY HELPS: Four years of the experience described below, one year of which must have been at a supervisory level.
Substitution: a master's degree may substitute for one year of the general experience, and a doctoral degree may substitute for an additional year of the general experience.
Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination.
Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age 5. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.
Non-qualifying experience includes services provided to children age five or older.

Transfer Opportunity: Current Department of Health (DOH) employee with permanent or contingent permanent status as an Early Intervention Specialist 2 (G-23).
Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with federal and State laws and regulations pertaining to young children with disabilities. Experience with programmatic oversight of technical assistance and policy development activities; experience working directly with stakeholders such as municipalities, providers and parents for a public health program; development of program policy documents, training materials, and other guidance. Familiarity with current best practices in early intervention. Experience using Word, Outlook, Excel, PowerPoint and Teams.
Duties Description Early Intervention Specialists (EIS) administer and oversee the Statewide Early Intervention Program (EIP) for infants and toddlers with special needs and their families, established under the Individuals with Disabilities Act (IDEA) and NYS Public Health Law. This EIS 2 will work in the Information Systems, Training, Quality Improvement and SSIP/Outcomes Unit. This unit is responsible for the State Systemic Improvement Plan (SSIP), which is in fulfillment of a federal requirement under the Office of Special Education Programs (OSEP) and requires significant engagement with families, other EI stakeholders, and contractors. This unit is also responsible for answering technical assistance and training questions for all Early Intervention (EI) stakeholders- parents, providers, and municipal officials/managers. The EIS 2 will be responsible for coordinating technical assistance activities, providing technical assistance to local governments, providers, and parents, and supervision of staff that provide technical assistance. The EIS 2 will also provide oversight of policy development activities, review and develop public education and public awareness materials, and provide training and supervision to other unit staff on various projects.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
