Minimum Qualifications Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 52.6 of the Civil Service Law.

OR

Provisional Qualifications:
Must be a qualified employee of New York State with one year of service at M-1 or higher in a human resources, training, or labor relations title. If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.

OR

Non-Competitive Promotion Qualification (NCP):
If the number of direct line candidates is three or less, a competitive examination will not be held and the agency, at its discretion, may nominate a candidate for a non-competitive promotion under the provision of Section 52.7 of the Civil Service Law. In order to be eligible for an NCP, candidates must have one year of service at M-1 or higher in a human resources, training, or labor relations title.

Duties Description Under the general direction of the Deputy Executive Director, formulates the Board’s overall classification, recruitment, staffing, on-boarding, exam planning, and labor relations policies and programs and is responsible for directing and implementing all activities in these areas.

Provides guidance and direction to Associate Directors Human Resources, and their staff, to identify and clarify goals and objectives of each functional area.

Serves as expert advisor to executive team on human resources issues.

Represents Executive Staff in consultation and negotiations with employee unions, including PEF, CSEA, NYSCOPBA and Council 82.

Personally deals with employee organizations and Board program managers in the resolution of grievances, disciplinary cases and contract administration matters.

Maintains liaison with the Office of Employee Relations and the Department of Civil Service and interprets the State’s policy for Board personnel.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
