NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:

Health Program Administrator Trainee 1: A bachelor's degree or higher.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Excellent communication skills, written and verbal; the ability to function independently and as a member of a team and deal with multiple tasks and priorities; Proficient with Microsoft Office products, including Teams and SharePoint, and Adobe Acrobat Pro; exceptional analytical, problem-solving, and organizational skills.

Preference will be given to candidates with a demonstrated background with either fact-finding or extensive research and/or expert level proficiency with Microsoft Excel.

Duties Description The Health Program Administrator (HPA), under the direction and supervision of higher-level Health Program Administrator's and clinical staff, will review New York State nursing home submissions and correspond, as necessary, with nursing home administrators to determine compliance with the NYS nursing home staffing standards, regulations, and laws and establish associated penalties.

The HPA will have an assigned caseload and will complete thorough reviews of nursing home staffing reports and supporting information in accordance with the Nursing Home Safe Staffing and Evaluation program policies and procedures. The HPA will fully document Nursing Home data and information submitted by regulated parties and collect, analyze, and assemble supporting information into enforcement referrals generated for program leadership review and approval.

The HPA will communicate findings in a timely manner and participate in quality assurance meetings to ensure that an adequate control environment is maintained to support program goals and objectives. In addition, the HPA will refer all concerns that have a likelihood of negatively impacting nursing home resident care and services for further investigation.

The HPA will participate in additional program initiatives, assisting with research and analysis related to program projects and supporting determinations of compliance with Nursing Home spending standards, as appropriate.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
