Minimum Qualifications One year of permanent service as a Forest Ranger 3 or three years of permanent service as a Forest Ranger 2.
There is currently no eligible list for this position. Therefore, if no more than three qualified individuals are interested, it will be possible to make a permanent appointment via non-competitive promotion.
Duties Description • Forest Ranger 4s (FR4s) will be considered an extension of Division Central Office Command Staff to each of three groupings of regions, here-in referred to as branches:
• Catskill/Lower Hudson Branch (Regions 1, 2, 3 & 4)
• Adirondack Branch (Regions 5 & 6)
• Allegany/Finger Lakes Branch (Regions 7, 8 & 9)
• The FR4s in combination with the division director and assistant division director, will constitute the command staff for the Division of Forest Protection
• FR4s will be responsible for identifying the specific managerial, administrative, and operational needs of their assigned branch to ensure the proper delivery of all appropriate division services
• FR4s will be responsible for ensuring compliance with all agency and division policies and procedures within their respective branch
• FR4s will be responsible for developing, maintaining, and editing statewide division policy and procedures with other FR4s and Central Office Command and Program staff
• FR4s will be responsible for developing branch specific policy and procedure
• FR4s will conduct annual program reviews of every zone and region within their branch
• FR4s will assist with development of agency-wide policies particularly those related to emergency management
• FR4s may assist with the development of agency-wide policies specific to state land management and public use
• FR4s will assist the division’s Office of Professional Standards as the initial investigative level for all complaints against division members within their assigned branch. FR4s will interview witnesses, collect evidence, and prepare reports for the division and the Executive Offices to review.
• FR4s will oversee the resolution of division level disciplinary issues and direct appropriate counseling efforts
• FR4s will work with the director and assistant director to assess the need for Office of Employee Relations (OER) disciplinary referrals
• FR4s will work with the DEC Internal Investigation Unit as needed
• FR4s will oversee recruitment efforts within their assigned branch and will work with other DEC staff on overall agency wide recruitment efforts
• FR4s will assist DEC OER with contract implementation and negotiation
• FR4s will collaborate with regional directors and program staff to ensure cooperation among DEC program areas
• FR4s will monitor and approve time and activity records, travel, and purchases made by subordinate staff
• FR4s develop relationships with appropriate local, state, and federal emergency response and law enforcement agencies
• FR4s participate in statewide duty officer rotation for the division
• FR4s oversee and periodically inspect evidence collection facilities
• FR4s review and audit significant incidents
• FR4s oversee complex field operations and responses to statewide emergencies.
• FR4s oversees the hiring of permanent employees
• FR4s may be assigned to oversee a specific Statewide area of programmatic
responsibility as needed to ensure the proper program delivery

Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must provide 24-hour response on a rotational basis and work during normal business hours.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
