Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:
1. A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; OR
2. A bachelor's or higher-level degree in any field and three years of experience in database programming or administration; OR
3. An associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration; OR
4. Five years of experience in database programming or administration.
* Database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.
SPECIALIZED REQUIREMENTS:
Candidates must also possess:
• Bachelor’s degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering.
• 1 to 2 years of experience in Oracle database Administration
• 3 months to less than one year of experience in Oracle Enterprise Manager (OEM)
• 3 months to less than one year of experience in Oracle PL/SQL
• 3 months to less than one year of experience in Oracle Recovery Manager (RMAN)
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Database).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:
1. A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; OR
2. A bachelor's or higher-level degree in any field and three years of experience in database programming or administration; OR
3. An associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration; OR
4. Five years of experience in database programming or administration.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet ONE of the following qualifications:
1. A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; OR
2. A bachelor's or higher-level degree in any field and three years of experience in database programming or administration; OR
3. An associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration; OR
4. Five years of experience in database programming or administration; OR
5. Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates that possess the following:
• Bachelor’s degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering.
• 3 months to less than one year of experience in Oracle Application Server/Fusion Middleware
• More than 2-5 years of experience in Oracle database Administration
• 3 months to less than one year of experience in Oracle Enterprise Manager (OEM)
• 3 months to less than one year of experience in Oracle PL/SQL
• 3 months to less than one year of experience in Oracle Real Application Clusters (RAC)
• 3 months to less than one year of experience in Oracle Recovery Manager
Duties Description The New York State Education Department Information Technology group is looking for talented, motivated candidate(s) with a desire to enhance their technology skills to fill an Information Technology Specialist 3 (Database) (ITS 3) to support Special Education systems. The responsibilities of this position will include, but not limited to:
• Setup, configure & maintain existing enterprise Oracle databases
• Knowledge of Linux shell scripting
• Setup and monitor database backup jobs utilizing both RMAN and Data Pump.
• Proactively monitoring the database's performance using OEM and taking preventive or corrective action
• Support application development teams in their production deployments.
• Creation of database structures associated with application development and enhancement.
• Support of Oracle Application Server environment - Oracle Fusion Middleware and Oracle WebLogic server
• Install, configure & perform upgrades of the databases to new release level
• User Administration, implementing security controls, auditing
• Database storage planning
• Knowledge of high availability configurations such as Oracle RAC, ASM, Multitenant preferrable
• Work with Oracle Support for system issues that require product support
• Work with cross-functional team members belonging to IT Infrastructure
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent competitive appointment, a permanent non-competitive appointment, or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 3 (Database) when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Verification of education and experience will be required at the time of interview for all candidates.
This position leads to a maximum salary of $106,454 based on annual performance advances.
